Start with the instructions from the US office that will receive the document. For an I-130 petition, USCIS says to submit a legible copy and a full English translation with the translator certification. It does not generally ask for an apostille or Israeli notarisation. Israeli documents apostille for the United States
the United States is a party to the Hague Apostille Convention. State-issued Israeli documents, such as certificates and diplomas, receive an apostille from the Ministry of Foreign Affairs. Israeli notarised documents (notarised translations, powers of attorney, certified copies, affidavits) receive a court apostille on the notarial certificate at the Magistrate Court.

When is notarised translation needed for the United States?
USCIS requires a full English translation of every foreign-language document, with a signed translator certification of completeness, accuracy, and competence. That is not the same as a universal requirement for an Israeli notarised translation. State offices, courts, universities, banks, and licensing boards set their own requirements, so obtain their written instructions before ordering a translation or apostille.
